This website provides information on the Clean Development Mechanism (CDM) and on Joint Implementation (JI), two of the flexible mechanisms agreed under the Kyoto Protocol in efforts to reduce global greenhouse gas emissions.

Environment Minister Röttgen Stresses CDM’s Bridge-Building Function
Despite the economic crisis, the Carbon Expo in Cologne has again defended its image as the carbon market’s leading
international trade fair. Over 3,000 decisionmakers, project developers and investors from 110 countries came together at the
three-day event for in-depth talks on current and future trends in the Kyoto Protocol’s project-based mechanisms. At the
fair for the fourth time in succession, the German Environment Ministry (BMU) shared a joint exhibition stand with the German
Emissions Trading Authority (DEHSt) and a number of German businesses. Known as the German Pavilion, the stand was used for
meetings, the signing of agreements and as an informal networking venue.

Second German-Indian Carbon Bazaar
The second German-Indian Carbon Bazaar closed on 11 May and was a resounding success. Over 800 participants attended the
conference which involved technical workshops and business-to-business meetings, all arranged by the German country managers.
More than 50 project developers presented their CDM projects and held talks with potential CER buyers. The bazaar was also the
venue of governmental consultations between Germany and India on stepping up CDM-related cooperation.

Russia Announces First JI Tender
After some considerable delay, Russia has now issued its first tender for JI projects. With the legal framework allowing Joint
Implementation to go ahead in place since last autumn, the tender allocates some 30 million ERUs. Project developers can submit
their proposals to Sberbank, the authorised ‘carbon operator’ responsible for the selection process. Businesses
with JI projects that have already passed through the determination process should participate in the current tender.

German Environment Ministry Study Develops Quality Criteria for CDM Post 2012
Despite its success, the CDM attracts increasing criticism. The two main issues are the additionality of projects and the
contribution made towards achieving sustainable development in the host countries. The German Environment Ministry (BMU) thus
commissioned a study to develop potential quality criteria for future CDM projects. Among other things, the study looked at the
transferability of the Gold Standard premium label. The findings of the study have just been published.
