
PoA Handbook for Programmes in Africa
Climate Focus and the African Development Bank present the Handbook for Programmes of Activities in Africa. This updated version of Climate Focus’ previous publication includes a new chapter that focuses on the particularities of PoA development in Africa and presents the CDM’s struggle to take off across the continent. It provides an explanation of the current status of PoAs in Africa and the opportunities that this mechanism brings; highlighting a few examples brought by pioneering initiatives, and discussing their benefits and challenges. The chapter closes by introducing the opportunities arising through NAMAs, and the possibility of framing PoAs within them.

Industrial Gas Certificates: Exclusion from EU ETS Official
From 2013, CERs and ERUs generated from HFC23 and adipic acid projects will no longer be eligible for use in the EU Emissions Trading Scheme (ETS). The applicable Commission Regulation entered into force on 7 June 2011. The EU has thus clarified the position regarding allowances based on climate projects whose environmental integrity has long been disputed.

International Climate Change Projects Key in Mitigating Climate Change
As the leading trade fair for climate and carbon finance, emissions trading and carbon abatement technologies, the annual Carbon Expo has been a resounding success despite the uncertainties surrounding the use of CDM projects in the international climate change regime. Greenhouse gases have been cut by some 610 million tonnes. And with 3,100+ projects registered with the UN Climate Change Secretariat, significantly greater cuts can be achieved in the coming years.

New PoA Handbook provides hands-on guidance
A new handbook for Programmes of Activities assists PoA practitioners with practical and organizational aspects of PoA development. It brings together the experience of the pioneers in the carbon market and provides hands-on guidance on how to deal with the crucial aspects and operation of a PoA. The Handbook applies to programmatic approaches in the CDM, JI, and voluntary carbon standards, and offers valuable background information for any future sectoral approach that focuses on the dissemination of many small-scale emission reduction applications. The Handbook was designed to complement and build on existing publications on PoAs. It has been prepared by Climate Focus with support of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), CDC Climat, the Inter-American Development Bank (IADB), and UNEP Risoe.

BMU study highlights the CDM potential in Sub-Saharan LDCs
A new study commissioned by the German Environment Ministry highlights
the potential for CDM projects in Sub-Saharan Africa. Focusing on eleven
least developed countries (LDCs) in the region, the report shows the
technical potential for CDM projects in the renewable energy, energy
efficiency, transport, waste management and other selected sectors. The
assessment is supplemented by brief analyses on related subjects such as
programmes of activities (PoAs), public private partnerships, and
alternative financing models (e.g. the potential role of
microfinancing).
