GIZ Country Activities
The German government’s CDM/JI Initiative focuses in the main on large emerging economies and developing countries like
China, India, Brazil and Mexico, and also on the most important of the JI partner countries, Russia and Ukraine. Another of its
functions is to foster cooperation with countries with whom Germany has already signed a Memoranda of Understanding. MoUs are
currently in place with Egypt, Azerbaijan, Israel, Mexico, Peru and Tunisia.
In implementing the initiative, the German Environment Ministry works with a broad range of people and organisations who work
with the Kyoto Mechanisms. These include other federal ministries and subordinate agencies, research institutes and private
bodies – both in Germany and in host countries. The activities conducted as part of the initiative take a long-term
approach and pursue a clear objective of continuing cooperation efforts when the first Kyoto Protocol commitment period ends in
2012.
The German government is working to create networks in selected countries, the aim being to nurture close and regular contacts
with local businesses, government agencies and so on. These networks draw on the experience of and contacts maintained by local
practitioners such as GIZ, the German chambers of commerce overseas and German businesses who operate in the area. They are
designed to help businesses who either develop CDM projects, invest in them or supply the necessary technology to gain a better
insight into local conditions and assess available investment opportunities. Another function of the networks is to boost
CDM/JI capacities in host countries.
The German Environment Ministry has asked GIZ to establish and expand such networks in the emerging economies of India, Brazil,
the MENA region and Uganda. Country-specific experts have been hired for each of the countries in question. These support
German project developers by providing country-specific information, establishing contacts, identifying projects and screening
them as regard their feasibility.
